That's how the Constitution works.

President Trump (and some other people, including me) believe that there is no need to rename those military bases.

If he doesn't sign it, his enemies will label him with the R-word.
If he does sign it, they will say that he is being politically expedient and that he is still an R-word.

He can't win.

So he should stick to his principles and ignore his enemies (they are not genuine political opponents anyway).
