Yes, it does grant Congress the power to Declare War, however it does not make Congress the Commander in Chief of the Armed Forces.

The Senate on Wednesday shot down a war powers resolution to force President Donald Trump to pull back from the war in Iran.

The measure, brought by Sen. Tim Kaine, D-Va., and Rand Paul, R-Ky., faced steep odds and was largely symbolic even if it passed — Trump is almost certain to veto any bill aimed at decreasing his authority to use the military. The vote was 47-53, under the 50-vote threshold needed to advance the resolution.


Resulting in the last guy in the world you want to have free reign over the most powerful military force that's ever existed now having carte blanche.

Hamstringing a prez's power to go to war is an essential power Congress has. Hamstringing it after a war has been started in trickier business. It invokes all sorts of emotions and issues once US troops have been unnecessarily put in harm's way.

But heck, now the regime has time to float some more trial balloons to see if it can come up with a narrative palatable to the public for starting the war and what the end game is.
