I recall most of them simply saying that they would not help ICE deport vulnerable undocumented people in certain circumstances, like when they step forward as witnesses to crimes or were victims of crimes themselves.
That was part of it, but once you say "you are safe here" don't you think the people coming would think it's in their best interest to head to a place they aren't at risk of being deported?
Plus these cities have been legislating all sorts of services to be given to anyone, no questions asked, and who do you think they were referring to?
