Renters do not pay property taxes. A landlord's Rental profit is a function of getting enough rental income and depreciation to offset property taxes, HOA and other fees and maintenance costs.

Tenants ALWAYS pay property tax - either directly or indirectly. Tax bills are mailed to the property owner but the money to pay the taxes always comes from the tenants.

For commercial rents, the tenants pay property taxes in addition to rent. Again the municipality bills the property owner but the tenant pays the taxes. The landlord bills the tenants for property taxes on their space and an apportionment of the common elements for malls or mixed use buildings.
