I think you’re wrong.
The way I've read what he's been saying is that the "female cop, judge, crossing guard,"etc. get authority to use force from males, and have males backing them up when the female isn't capable enough.
Classic example my older son mentioned to me comes from basic combat training in the U.S. Army. Since he enlisted in Reserves, in a 'Chemical Warfare ' and since such isn't considered "direct" Combat Arms (Infantry, Artillery, Armor) females were allowed to enlist in that branch, and train alongside males. There were separate barracks for female and male, but when training in the field, overnight, they are camping together as a unit and on their own not to fraternize.
One combat training drill is for each soldier, wearing full 'battle rattle', to dash out onto the middle of an open road, where they would be under enemy fire, grab a wounded comrade by his gear harness, then drag him back to cover on the friendly side of the lines.
Most of the guys in his platoon could do this drill, but none of the females could. It took two females to grab and drag the "wounded" trooper out of exposed cover, across the road to friendly side.
Down side of this, is that in real life, the soldier sent out to grab the companion could also get shoot and now you have to WIA(KIA) to retrieve. When it's two females doing this the chances are both might be shot and now you might have three troopers down.
There's a list of other (they ain't equal in ability) examples I could cite.
One common is in firefighter training and most females are not physically strong enough to carry out an adult victim on their own.
