It was more than that, Shrub's mistake planted the seeds, Obummer's mistake watered it, fertilized it and helped it grow. If we had helped crush the misnamed Arab Spring (especially in Syria) ISIS/ISIL would never have been able to grow to any effective degree in the resultant power vacuums.
