Expenditures can be more accurately accounted and agencies that want to donate will have a place to send them to. Hell they might even open up a school on campus for the kids.

As long as they have qualified social workers to help them get back on their feet and become productive citizens, those who can't at least have a place to live, cared for and be safe other than a jail cell. Their constitutional rights as citizens must always be at the fore front of any program for them.
