Regulations are also a leading cause. If I run a business, I want strong profits instead of bare minimum profits for my work. I put my skin in the game. If I must comply with these regulations, then I cannot afford to pay employees more and must raise the price for goods or services.
Dont hire. Expand and grow without hiring.

I knew someone who was paying $87 a month to rent a 3-bedroom townhouse (the rest paid by taxpayers), several hundreds of tax-free dollars for food, and free Medicaid. Why would she want to get a job?
