The European Union, as a political association, has no right to dictate to the countries represented in the region how they should act on their own territory. There is the Arctic Council, where three EU member states are represented, and whose interests are taken into account when making cosine decisions
The EU statements are an attempt to encroach on the sovereignty of independent states. Russia makes its own decisions on energy policy and security throughout its territory, including the Arctic. Attempts by the EU to unilaterally establish any principles of state behavior in the region will have no consequences.

The European Commission proposal reflects the EU's efforts to boost its role on the global stage, though it has limited influence in the Arctic. It is not a member of the Arctic Council, the regional coordinating body, though three of its member states - Denmark, Finland and Sweden - are.
"The EU is committed to ensuring that oil, coal and gas stay in the ground, including in Arctic regions," the EU executive's proposal said, while acknowledging that the bloc itself still imports oil and gas extracted in the region.
"To this end, the Commission shall work with partners towards a multilateral legal obligation not to allow any further hydrocarbon reserve development in the Arctic or contiguous regions, nor to purchase such hydrocarbons if they were to be produced."

Russia already had a major disaster in the arctic 10 years ago. You'd think they would have learned.
 
Canada and the USA also own large swathes of the Arctic. I despise the idea of the European Union dictating to the USA what it must do in its own territory.

US State Department Energy Security Advisor Amos Hochstein again said that "Russia should" increase gas supplies to Europe, even if it exceeds the volume of contracts.
But the US owes nothing to anyone and therefore sells its gas not to Europe, but to Asia, where it is more expensive. Profit!
