This how things always start, very small. All bad things in a society don't just suddenly appear, they take years or decades of growth because when things are small and don't personally effect each individual everyone blows it off or hand waves it as no big deal.

A lot would say "facial recognition to keep kids from playing adult games? There is nothing wrong with that. It protects children" but the grim meat hook reality of it if it goes through it's a small step towards normalizing facial recognition and as it becomes more and more normal the more and more it will be used in our everyday lives till one day we wake up and it's everywhere. Our privacy will be gone, especially if they tie a digital currency to it. You won't even be able to buy a pack of gum without looking into a camera so it can withdraw funds.
