The state cannot order a bunch of teenagers into being a law enforcement arm of the state. This has nothing to do with mandates. It's about the power to enforce mandates. If the state has the power to enact vaccine mandates then the state must place guards at In and Out not order employees too have fist fights on the government's behalf.
