What you just described was Amnesty.

According to the law, nobody can claim asylum unless they meet specific criteria. One of the first rules is that economic asylum is prohibited.

You have to prove that you didn't migrate because you couldn't find a job.

And when you do migrate, you must settle in the first country you come to.
You cannot escape your home country and then arrive in Brazil and then travel to Mexico and expect to be allowed to seek asylum in America.

You also have to have a skill that is needed in the country you migrate to.
You must have a place to stay before you come here.
You cannot apply for welfare or government assistance.

If you do not meet any of these criteria then you will be deported.
If you enter the country illegally thru the border you cannot vote.....evah.....
