"Arrests pending criminal charges or convictions" are not deportations for starters.
For instance, they can process and deport everyone in a holding facility without arresting anyone.

In the first 100 days of the Trump Administration 65,000 were deported, which is greater than number arrested pending criminal charges or convictions.

However, they absolutely will on occasion detain US citizens. Human beings are not perfect.
