Those captured were hanging out with the illegal criminals and were "swept up" in raids targeting the illegal criminals in almost every case. In the others they were actively interfering and made their own bed.

Newsflash for you: Those two piece of data's difference reveal that more than 23% of those illegals were charged with something and the local police let them out of jail after they were charged. Had they been turned over to ICE upon discovering they were illegals, ICE would not have to arrest them on the street. That means they were likely captured in sanctuary cities who did not detain them or turn them over to ICE upon their arrest.
