I know what it means. A "no match" in the HAVV database means the SS number is does not match the name. Only the people who do not have a drivers license are checked for the SS #.

If a State has a large number of "no matches", those are voter registrations from someone with no DL and no SS #.

If States like Texas are using it to clean up their voter rolls, that's good. If someone is submitting 35K+ ghost registrations in a week, that's not so good...
