That ignores the fact that prior to that 15 day period expiring, Trump recommended states stay locked down for another 2 weeks. And then at the end of that period, he recommended regions remain locked down until covid symptoms and cases start declining over another 2 week period. He even outlined a 3-phase guideline for reopening.

So no, states did not reopen after 15 days and that was based on Trump's recommendations. But of course, cons blame Democrats.
