No, New York has a MAYOR to do that.


In 2015 the CDC told Andrew Cuomo that he needed to purchase approximately 2,000 ventilator beds to be able to care for / meet the projected needed number during an Influenza outbreak.....Cuomo refused to do so / did NOT do so.

The fact that you are attempting to blame mayors / governors for ignoring the warnings / suggestions given to them and their failure to provide for the needs of their own states is another definitive sign or unrealistic TDS-fueled partisan criticism of the President by Democrats / snowflakes.
