They set up what was a essentially a general staff to be called on in case such a potential pandemic was spotted. A quick reaction leadership by scientists and medical experts. In 2018, Trump, in his insane efforts to destroy anything that President Obama had helped create, withdrew the foreign observers, and dismissed the people that were on the quick reaction team. Then, when warned at the end of 2019, and in January of 2019, of the potential of Covid 19, rather than reacting to it with vigor, lied about it to the public. He was told of it's dangers, but was afraid it would negatively affect the election for him, so chose to lie about the danger. So we did no preparation, and now have lost over 800,000 Americans do to that lack of preparation. We were going to lose some, but it should have been less than 1/4 that number.
