You can laugh all you want, but that does not rescind the 2001 AUMF. It takes an act of congress to do that.
Idiot Democratic Congress-critters would publicize the operation before it began, thereby endangering US troops.
The best defense against that is to formally inform Congress AFTER the operation has begun.

Congress has no "say" during the earliest going.
The President is allowed to initiate a military action without such informing or approvals.
He must inform Congress within 48 hours after the beginning of such an operation - which he did.
He is allowed to conduct military operations for sixty (60) days before Congressional disapproval would take effect.
And that sixty (60) days is oftentimes extended to ninety (90) days.
So far the Venezuela operation has been underway for < 24 hours.
I think he's probably well-within legal parameters at this juncture.

This wasnt an invasion it was a fast insertion to arrest a criminal. Telling the congress would have sabotaged the mission and given Maduro advance notice.
Congressional approval isnt needed.
