She shouldn't have been moving at all. They had told her to stop, and the officer was in front of the vehicle.
She was pulling forward as she was turning. In a high stressed situation a person has a fraction of a second,
to decide what he/she needs to do. She didn't stop when requested to do so, the officer was in front of the the
vehicle, and it started moving forward.
