There are a couple of incentives that should make people want to go back to work.
Independence from the democrat plantation system
and self-reliance and advancement.

Crenshaw was a largely black middle class school back then. The two bad black schools were Dorsey and Manual Arts Highs. Crenshaw was at least as good as the largely Asian/Latino/White with some Black High School I went to.

That was at the height of COVID when the entire country was locked down and all unemployment was sky high. Trump even then was trying to open things up and get people back to work over the objections and often active obstruction by his political enemies.
