That is what they chose to do when they took up residence in the Federal City of the District of Columbia.
They can vote for municipal authorities and the president, but shall not have representation in Congress, or Senate according to the Constitution.
They can always move to Maryland or Virginia,
DC has its own progressive individual income tax with rates from 4% to 10.75% depending on income
DC also has a 6% sales tax (same as Maryland) and a 0.61% effective property tax on owner-occupied housing.
 
It should become a state cause it’s run by Congress?

Actually DC is run by a mayor and 13 counsel members and has been since 1973
Who's the DC citizen's Senators and Congressmen?
