They had to exhaust all reasonable and practically available resources first.....including purchasing from DOE....

Where does it say that ERCOT has to exhaust all available resouces FIRST. The word FIRST does not appear in this order. It says that "ERCOT shall exhaust all reasonably and practically available resources INCLUDING available imports".
