In the context of how Trump meant, he is merely saying he wants to have a friendly, non-belligerent working relationship with Russia, and as president, that is both a necessity and a good idea. In practice, Trump hasn't BEEN a very good friend to Russia, but it is important that they have mutual respect and a non-hostile relationship where the two can meet, talk, have mutual respect, and seek peaceful solutions with each other because the alternative is far worse.
