The two national guardsmen who were armed WERE the targets, not for robbery but for assassination. Its not the normal circumstance. Being armed is helpful in protecting someone else, not just yourself. A good example would be what just happened in Australia. Luckily one man was able to physically attack one of the shooters and take away a gun.
