A twice serving president can run for VP and then be president if the VP steps down. It's a loophole.

I'd say that if a person who has been President for 2 terms, and then runs as the VP with the intention that the President then steps down immediately, that would constitute the President running for a third term.

The simple fact that Trump is even talking about this should disqualify him from holding public office.
