Even though the Democrats won in a landslide in 2008 because of Obama, and elected a 60 member majority in the Senate, one of the first things they did was stop one of Obama's first EO's. Both candidates had promised to close the terrorist housing facility in Cuba. But when the rubber met the road in the end, Congress was too afraid of the terrorist to house them in their state, so the zero'ed out the budget for the EO's provision. So no, they didn't anoint Obama. When they final got the comedian seated and had 60 real votes he didn't get much done either. Then Ted died and the Dems lost the 60 votes within months of gretting it.

They will probably want to go back to playing by the old rules, again.

I doubt he's going to actually try for a third term. But I do agree that the powers-that-be sometimes "test" the public by putting things out there to see how people will react and gauge the support.

I may never understand this. These are adults, right? They understand the American presidency is pretty serious and important, right?
