The Appalachian Regional Commission was established in the 1960s to help reduce poverty in the 13 states of the mostly rural Appalachian region by promoting private investment and “economic development” efforts, most of which amount to subsidizing business endeavors. Much of ARC’s budget goes to subsidize various private construction projects, ranging from ski resorts to football stadiums.

The government has been sending millions annually for the last 60 years to Appalachia for economic development. The bulk of ARC funds comes from a federal appropriations. Funny how you guys don't seem able to mention this.
