They are not in a bubble , they live in Apartment blocks and neighborhoods surrounded by folks who have lost an Uncle or a Son or a cousin or a sister … to their violence and they shop & eat and have to answer knocks on their doors or stop for the traffic or don their uniforms & travel to their armory or Vehicle parking , a true Civil War would see their wives & Children & Mothers and Uncles as targets if they played hardball like weeks ago

Drone Swarms have problems....

Footprint is their biggest issue. In order to launch one...it creates a footprint and extensive time to set up launchers and network. And then they are subject to jamming.

However,
The sustained stream of attacks from various, random directions are the true issue and possible due to drones low cost. Because the defenses of missiles, C-RAM and etc are expensive with shallow magazines.

The interceptor drone tech developed by Ukraine does seem to be an answer. Also just as inexpensive as drones and have a somewhat deeper magazine due to low cost. No special launchers required.
