There are refineries in the Midwest that were refitted to refine tarsands about 8-10 years ago. That gas is sold in the region. Those refineries will be by-passed if the export pipeline is finished. It's a matter of profits and taxes.

Also, the company that was building the pipeline is not American. But it took privately owned American land from American citizens through eminent domain lawsuits.
