Imagine if Russia negotiated with Ukraine like Israel does: They met, talked, failed to reach an agreement—bang!
A missile strike on the negotiators. Bring in new negotiators, because you couldn't reach an agreement with these ones. And Erdogan runs around Istanbul, clearing away the rubble...

The Hamas leaders were NOT negotiating with Israel. They were meeting themselves to DISCUSS an American proposal to end the war. Israel has made the same propsal multiple times and been ignored. The Hamas leaders were almost certainly meeting only to stop the American pressure on Qatar to expell the Hamas leadership. They had no interest in stopping the war because they are winning a propaganda victory every day.
