If Texas isnt his primary residence, then he violated texas law by receiving a $1,500 homestead tax exemption for a property in Dallas this year. Or, if the dallas property is his primary residence, then he is violating the georgia code.

to get a homestead exemption in texas the home doesn’t have to be your primary residence. You have to own it, and live there, but it’s not required to be a primary residence

When I lived in CA I got a tax exemption as a resident on my property because of Proposition 13, and the exemption stuck with me as long as I owned the home.....even when I moved out of state. When I sold the property the taxes tripled.

Nothing is specified about how long they must inhabit the State and there is no mention of primary residence.
