There ya go. What a GREAT idea! 
If FedGov wants to discourage the American people from doing something (such as saving money)--they just need to tax the living shit out of whatever it is....and.....voila, mission accomplished (TM), Americans will stop doing whatever it is FedGov wants them to stop doing.
