NO ONE DISPUTES this anymore, the dispute is now on what causes this IQ difference and year after year the losing side in that dispute is the one which pins the difference on Nurture/Environment. Exactly right. The school curriculum is designed so that an IQ 85 student can master the basics by the time they graduate. The basics, not the more cognitively challenging subjects. Learning to read and do basic math and learn basic history are all within the reach of someone with an IQ of 80. The problem is not that they're incapable of it, but that there are roadblocks preventing them from mastering the material.
