All Muslims will get the lowest(basement) level/layer.
However the higher levels/layers, with more rewards*, better accommodations, etc. go only to the Holy Warriors (mujahedin) who engaged in Holy War (Jihad) and is based on numbers of infidels(non-Muslims) killed and/or enslaved.
