Why is it that some people, usually Democrats, think that Congress has to be passing new laws all the time? I read that more than 40K new laws went into effect on Jan 1st... Why on earth did we need all those new laws?

I'd like to see them be required to have Sunset dates of no more than 5 years on every law passed.
