It's efficacy seems to depend on the existence of a Value Added Tax which is conspicuously missing in the US?

The rich and big business get tax breaks, subsidies, grants and other forms of welfare, but the world is going to come to an end because 100 people are getting some pittance in a private study.

Another way of looking at your concern would be to point out a basic income would give people the freedom to contribute to society in ways they can not currently do. Think of the basic income as a safety net that can replace many of our current welfare policies.
