People in these place have a higher consciousness of duty. For example, in most northern European nations, it is customary to sweep and clean the public sidewalk in front of one's home. This is not due to any law. But rather, a cultural issue. Residents feel it is their duty.

If you can isolate and contain thug culture...the rest can succeed. Civilized and peaceful, hard working people here thrive.

But certain communities...or herds...just eating fighting and fucking til death.

But...long highways, gated communities, and various application processes...can keep the hooligans out of the way. Cops have been courageously trying to keep those areas somewhat liveable so the ones who dont want that life can try to escape it. But thats crumbling now.

We're gonna need...well...just bigger gates. Longer highways. Stricter application screenings.

Iceland is socially liberal, but clearly still free market capitalist. It has a 'liberal' government.

Finland, Denmark, Norway, Austria, Belgium, Switzerland, and Japan, are socially liberal, but have conservative governments by world standards.

New Zealand is an outlier, having a conservative government that is pro free market, but is liberal when it comes to same-sex marriage and abortion.

Of the nations mentioned, only Switzerland, Austria, and Japan have restrictive immigration policies or 'lack of diversity', if by diversity you mean that 30-40% of the population are of different cultures or racial groups.
