and then the courts ruled that the way the law was written, murderers couldn't be excluded, until Dukakis changed the law, dummy.

The thing was, Furlough IS a useful tool in transitioning prisoners from prison to civilian life. But it never should have been opened to people who had no prospects of being released. Unfortunately, that isn't how Francis Sergeant crafted the law.
