Fact is that Trump used the same gesture to mock others in the past, people who weren't disabled. There are videos to prove it. The reporter deserved criticism. It was that reporter who initially reported that Muslims were celebrating in NYC on 9/11. This statement is, of course, a complete lie fabricated by Tramp and parroted by stupid fools. Kovaleski reported no such thing. He did not report "Muslims" were celebrating in "NYC." He reported the the "Jersey City" police detained "a number of PEOPLE" allegedly celebrating. They were not ID as Muslims or given a number in the police report Kovaleski cited in the WaPo article. As it turned out the from other reports there were 5 (FIVE) dancers celebrating the fall of the towers and they were Israelis, not Muslims.
