Money creation is ex-nihilo under a fiat system. In other words, all money creation is out of thin air. There isn't some fixed quantity in a vault at the FED.

All dollars in circulation are a result of government spending them into existence at some point. Yes, indeed, spending is COSTLESS for the federal government. The federal government cannot run out of its own fiat, it has the authority to create it without limit. Congress controls and regulates the spending.

Besides its ability to tax, the federal government has an unlimited ability to create $$$$. When it taxes or "borrows", $$$$ is removed from the private sector. When it creates $$$$, past what it taxes or borrows, it adds net financial assets to the private sector.

Taxes are not REQUIRED to fund government in any capacity. In point of fact, government spending creates $$$$ that comes back in the form tax payments (debits). Government spending finances any tax payments.

When you think about it, taxes allow real resources to be moved from the private sector to government sector without an inflationary risk. This is accomplished by removing some non-government spending power, which then allows the government to buy real goods and services without raising prices. For example, even though taxes don't fund government in any capacity, they do create economic real estate for government services, such as education, health care, etc.
