How about we make all voter registration cards picture IDs that are free to all who register? This will prevent the cumbersome and not-surprisingly GOP ploy to make people carry two forms of ID to the polling place?

Federal law. The only way. You can't appeal to common sense. In the South, it's not very common.

Citizens should be required to registered to vote and present a state issued ID to complete the registration process as a new voter in their state: when turning 18, as a new resident in the state, when one becomes a naturalized citizen, etc.

Once registered, however, a citizen cannot be compelled to present a state issued ID subsequent to the initial registration each and every time the citizen votes while his registration remains current and valid, unless elections officials have evidence that a particular voter is attempting to commit fraud via identity.

To require lawfully registered citizens to submit a state issued ID each time they vote is un-Constitutional as it manifests as an undue burden to the fundamental right to vote.

Seriously. You always make shit up and post it as fact.

There is nothing difficult, unreasonable, and certainly nothing "unconstitutional" about requiring that voters prove who they are before they are permitted to vote. The fight AGAINST voter ID is nothing more than a fight FOR voter fraud.
