I'm not an expert on this but it usually is taught in school. However, the content is under assault by the religious right trying to deny comprehensive education and push an abstinence only approach in some regions. I've also heard the some dont want it taught at all in school and parents should be teaching it. That would likely be abstinence only as well.

I'm sure there are other factors as to why some people still don't get it. Some schools suck. Some people are idiots or skip all the time or don't care. Some young guys are scum and spread the misinformation to try to get it in.

You have to put yourself in the shoes of a noob pre teen who knows nothing about the world to understand how possible it is.

It's a start. I see absolutely nothing wrong with requiring those who receive public assistance from performing public work. Sitting on your ass should get you nothing more than the "right" to starve on you ass.
Unfortunately, public unions oppose non-union workers to pick up trash, etc.

There are any number of reasons why this has failed everywhere it's been tried not the least of which is if you put people to work, you have to pay them minimum wage.

If they are working, you have to pay someone to supervise, and record their hours.

It was also impossible to get enough work for all those who were required to work and it put others out of work.

Workfare has been a dismal failure everywhere it's been tried.

So don't let's try at all? OK, then let's cut off all the slackers who are sucking the public tit and providing no value at all for their "benefits". Hate to break the news, but (with maybe one exception) abstinence is proven 100% effective, every single time it's used. No broken abstinence, no abstinence forgotten, no failed abstinence. It would seem to me that the biggest objection to abstinence is the fact that some religious groups favor it as a primary means of birth control. Too bad so many can't see past their own biases and recognize abstinence as the best, most effective way to prevent unwanted pregnancies.
