The report is a study that even itself admits more research needs to be done. It is not based on hard counts of deaths or causes of death.

The refusal of the Puerto Ricans to distribute supplies had a lot to do with the deaths.

The PR truck drivers went on strike and refused to deliver the emergency help waiting at the docks.
The Socialist/Separatist SJ mayor refused to allow the US NG to use their trucks to deliver the aid.
The power grid was so fucked up before the hurricane all it took was a light breeze to knock down the power poles.

Suicides are part of the death rate.

In 1979 a category 4 tornado devastated the city where in lived and as many as three tornados hit the surrounding area. Some small hamlets were wiped out. The suicide rate in our county jumped 500 % in the 12 months after the toronado.

One man who committed suicide was a dairy farmer and cattle breeder in his 60’s. He had spent his entire life breeding a championship herd of of high yield dairy cattle. Some of his young bulls sold for six figures - in 1979 dollars. The herd was valued in the millions.

The Tornado hit at suppertime. His barn was hit during milking time and he lost his entire herd of cattle. Those left alive in the wreckage were so badly injured they had to be destroyed. His life’s work was gone and he was too old to start over. Like most farmers, he was under insured. The cattle were insured for replacement value, but not for the extra value for the high producing Holstein herd full of champion and grand champion and best in show cattle.

The tornado was the root cause of this man’s death as surely as if that barn had fallen on him.
