Also, the State's Attorney met with the Chief (I think) of the Sandford police dept the very night of the shooting. I'm not sure why anybody would cover-up for this guy, but it seems that something is going on here.

Because of evidence and observations at the scene. The observations and evidence might be contradicted by a video purportedly of Zimmerman. Is it? Or is this as valid as the photo of a 12 year old Trayvon Martin as evidence that he was so slightly built he couldn't have fought?

The police do not make the determination to prosecute anyone. That's made by the district attorney. In this case a special prosecutor was appointed by the governor and she STILL can't find enough evidence to bring these charges. Even if, by some stretch, a retired judge had enough juice over a local DA, it is highly unlikely that it would extend to a state special prosecutor.

What the prosecutor is undoubtably weighing is if there is an arrest and trial and there really isn't enough evidence what happens when Zimmerman is acquitted or a motion to dismiss is successful? If there is a fair trial, there is no guarantee of a conviction. Unless, this becomes a political trial with a foregone conclusion.
