Newt Gingrich admitted Wednesday evening that Mitt Romney's presidential campaign has no evidence the Obama administration dropped work requirements from the nation's welfare law, contradicting a Romney TV ad released a day earlier.

The Obama Administration says the rule changes were driven by the states, at least five of which had argued TANF was too rigid to help boost employment during troubled times. “We also heard concerns that some TANF rules stifle innovation and focus attention on paperwork, rather than helping parents find jobs,” wrote George Sheldon, an acting assistant secretary at HHS.

A Center on Budget and Policy Priorities study helps explain how this happens: states that have used TANF funds for other purposes during good economic times can’t reclaim that money when the economy takes a dive. TANF benefits are then cut, and work requirements are tightened. Meanwhile, states have seen their TANF money decline. Since the totalblock grant is fixed at $16.6 billion per year, inflation has eroded its value by almost 30% since 1996. While President Obama did set aside an emergency one-year $5 billion fund to replenish TANF in 2009, the states seem to be looking for a longer-term solution.

The White House says it remains committed to a work-centered welfare approach. “No waivers that water down welfare reform can be approved,” White House spokesman Nick Papas said in an email. But Obama’s options are limited unless TANF is restructured, since the welfare money will continue to be parceled out as states see fit. The GOP attacks are a pre-emptive strike, since no one knows whether or not states will take advantage of the relaxed requirements. But Republicans think they can use the new HHS directive as a way to revive the narrative that the Democratic Party prefers entitlements, and the GOP accountability.

Basically, to collect welfare for a family, every work eligible person in that family must work an average of 30 hours a week.

If the state cuts its welfare load, that requirement can drop to as low as 20 hours.

What counts as "work"?

Until implementation of the DRA regulations, states were free to use their own reasonable definitions for the federally countable work activities. For example, the new regulations limited the circumstances in which states could count rehabilitation activities (including mental health and substance abuse treatment) to job-search and job-readiness activities. In the past, some states had counted rehabilitation activities as work and others did not. This distinction is particularly important because participation in job-search and job-readiness activities is limited to the hourly equivalent of 6 weeks per year (12 weeks in states that qualify as needy).

As you can see, looking for a job only nets a 6 week credit for the whole year.

So even if you bust your ass looking for a job, you still won't earn enough work hours to get welfare unless you find other work, too. And since the job market is depressed, it is more difficult to meet the total work requirements.

Thus, some states may apply for waivers during this period of high unemployment and stiff job headwinds.

We agree. Romney is a liar. Considering two of the five states that applied for waivers have GOP governors, and in no case did they ask to do away with the work requirement. They wanted a little flexibility in dealing with mental illness and substance abuse to make the welfare recipient job eligible.

You fucking liar. That lie was sold by the Rove team in South Carolina, and promoted by rightwing nut, Ted Sampley, who also wrote a diatribe claiming McCain was the Manchurian candidate, in the 2000 primary. Rove even gave Ted Sampley the podium at a campaign event there.

BTW, McCain was ahead in the SC polls before that Rove dirty trick, and wound up losing to Bush.
