It depends on what preference is and how it's applied. I'll reiterate that the engine will suggest more of what is popular, what you've picked in the past, what matches your query best. All of that mixed together. If small conspiracy websites arent appearing at the top of the list then too bad. You can still get to them by querying better for them. The google engine has a query interface that can be used to find things better. I find the engine frustrating sometimes when I cant find exactly what I'm looking for and instead I get obnoxious stuff at the top. Well, I think you are correct if you're saying it is what it is..Not accusing Google of doing this intentionally and I don't think the President did either. Or maybe he did, I dunno.
However, there was that bit someone mentioned about precedence they give to "mainstream sites", I think that was the wording. Just imagine how that might upset the apple-cart if NYTimes, Wapo, CNN, & NBC were no longer allowed that preference, for example.

Trump tweeted early Tuesday morning that Google's search results only show reporting from what he labeled the "fake news media."
"They have it RIGGED, for me & others, so that almost all stories & news is BAD," Trump wrote on Twitter early Tuesday morning. "Fake CNN is prominent. Republican/Conservative & Fair Media is shut out."
Kudlow was asked Tuesday during a brief exchange with reporters whether the Trump administration feels that "there needs to be some form of regulation for Google."
"We'll let you know. We're taking a look at it," Kudlow replied as he walked back into the White House after a TV interview with Fox News.
