I do think the willingness to enter direct talks with NK is a carrot they may seriously consider. What the NK leaders have been doing for decades is saying they'll negotiate, then they take all the goodies and back out of the deal to remove nuclear weapons at the last second, after they've gotten all they can get. Obama wouldn't do that any more, which is why the "strategic patience" thing. As long as we don't hand over huge amounts of humanitarian aid or whatever BEFORE the nukes are gone, it might work. If everyone who is supposed to be enforcing sanctions on NK actually DOES it, he'll have to do something before long. Armies march on their stomachs and those trucks require fuel.
