The greatest hoax, and I don't think McCarthy was involved, was the fluoridation of water thing in the fifties. Commies were putting fluoride in the water and it turned people's brains to mush, allowing them to be made into commies. Arguments by adults took place over the validity of the charges.

McCarthy was the chair of the Senate Committee on Government Operations, which included the sub-committee on investigations. That ended up the Senate's version of HUAC. However, in answer to your question, yes... innocent people were definitely black balled. In fact, assuming you don't think the government should be telling you what political positions you should be allowed to have, pretty much all of the black balled people were innocent.
