Uhm yes? Tariffs are stupid, they damage the economy. If someone is producing something for a cheaper price, and people desire to buy those goods at that price, it's not a greenlight for the Government to steal from them and make them more expensive. If the Government wanted things competitive, we wouldn't have roughly 900,000 regulations being forced on us.

Then explain how the EU have been using tariffs and yet their manufacturing industry has remained strong over the decades.

What makes you think our industries will "rebuild" or that those industries have lost those jobs to China and not, in fact to automation?
